Reflexive monitoring

The importance of impact assessment, monitoring and responsible implementation were also highlighted during the webinar series. ICLEI KO is going to organize a Korea leading cities network of NBSAP. This network could help participating cities to regularly communicate with other local governments and receive special support from experts of partner institutions of the webinar series.

Impact assessment

Once the aforementioned NBSAP launches, local governments should follow the directions of the national government. We assume that most local governments would develop their own local context specific LBSAPs in the next two years.

Thus, it would be efficient to provide a guide on impact assessment for local governments right after NBSAP launching. With thatlocal governments will be able to properly include impact assessment frameworks in their LBSAPs. The handbook developed as part of the Connection Nature Project can be also an important tool in the process.

Co-production

In the legal framework, local governments are mandated to develop various master plans with limited numbers of public officials, funds and expert officials. Sometimes, some plans are not implemented because of a lack of financial resources and capacities.

As a future agenda, the integration of relevant master plans should be discussed, taking into account a variety of actors and stakeholders for policy efficiency and effectiveness.

Financing and business models

The development of the Basic Plan for Environmental Conservation Master Plan (a policy framework for national and local governments) which is revised every 10 years (long term) and 5 years (midterm). In principle, the public sector is the one to fund the NbS related activities in Korea. So, how to highlgiht NbS in policy development processes has been the main topic of discussions during UrbanByNature webinar series.

Governance

During the integrated workshop, the newest NBSAP draft of Korea was introduced. Based on this, the importance of a strategy for cooperation between local and national governments was discussed and highlighted and its inclusion in the revised and final NBSAP was expected. With the opportunity of CBD COP15, we hope to organize a session to discuss the collaboration between national and local governments in order to implement NBS on the ground. A speaker from the MOE and local government leaders as well as experts from partner institutions are expected to be invited to the session.

Technical solutions

Research Institutions such as KEI (Korea Environment Institute), NIE (National Institute of Ecology), Changwon National University, SRI (Suwon Research Institute) actively participated in the UrbanByNature webinar series in Korea which took place in June-July 2021. These institutions are in the position to directly communicate with policy decision makers such as national and local governments officials about National Biodiversity Strategies and Action Plans (NBSAPs) and Local Biodiversity Strategies and Action Plans (LBSAPs) development and monitoring.
