In the legal framework, local governments are mandated to develop various master plans with limited numbers of public officials, funds and expert officials. Sometimes, some plans are not implemented because of a lack of financial resources and capacities.
As a future agenda, the integration of relevant master plans should be discussed, taking into account a variety of actors and stakeholders for policy efficiency and effectiveness.
